Foreign Ministry Spokesperson Wang Wenbin's regular press conference on December 9, 2021_Embassy of the People's Republic of China in the United States of America

2021-12-16 07:51:38 By : Mr. Franc Kwok

Xinhua News Agency reporter: According to reports, the United States is seeking consensus among participating countries on the "Internet Future Alliance" at the "Democracy Summit." The alliance aims to establish an "open, credible and secure" Internet order based on American standards. This is one of the "results" the US expects to achieve at the summit to better serve its global strategic goals and interests. Do you have any comments?

Wang Wenbin: Relevant reports once again prove that the United States is politicizing, instrumentalizing, and weaponizing democracy.

The so-called "Internet Future Alliance" promoted by the United States is another example of the United States dividing up the Internet, seeking technological monopoly and cyber hegemony, and suppressing the development of science and technology in other countries. The United States tries to impose its own standards on others, restricting or depriving countries, especially developing countries, the right to independently choose partners and develop the Internet, thereby preventing them from enjoying the dividends of the digital economy and technological progress. The so-called alliance is actually an old agenda that uses democracy as an excuse to replace it with a new form and establish an exclusive group. This is similar to the long-term loss of support for the U.S. Clean Network Program. While the United States claims to build an "open" Internet, it is creating confrontation and splitting the Internet. It promotes this alliance, trying to implant ideological bias and zero-sum thinking in the Internet's supply chain, industrial chain, and information chain. This will severely distort the market. In doing so, the United States hopes to gain the upper hand in the competition in an unfair and unfair way. This runs counter to the Internet spirit of peace, security, openness, and cooperation. The future of the Internet should not and cannot be manipulated by a few countries. China opposes the politicization of scientific and technological cooperation based on ideology and exclusive arrangements, which hinders the response to common challenges and the pursuit of common development. Such a move will only undermine technological innovation.

Facts have once again proved that the so-called "democracy summit" has nothing to do with international justice and democracy, but serves the self-interest of the United States and safeguards American hegemony. U.S. political manipulation under the banner of democracy will only meet widespread opposition from the international community.

Reuters: In addition to Russia, which countries have leaders or officials invited by China to participate in the Beijing Winter Olympics?

Wang Wenbin: According to the Olympic rules, national leaders should participate in the Olympic Games at the invitation of the National Olympic Committee and register in the IOC system. So far, many heads of state, government and royal family members have signed up to participate in the Beijing Olympics. They are the most popular.

China is committed to making greater contributions to the international Olympic cause. We will host a streamlined, safe and exciting Olympic Games for the world.

Hong Kong and Taiwan: Britain and Canada have stated that they will not send diplomatic representatives to attend the Beijing Winter Olympics. What is China's response? It is reported that 20 countries have not yet signed the Olympic Truce resolution previously passed by the UN General Assembly. How does China assess its potential domino effect?

Wang Wenbin: First of all, I want to point out that China has not actually invited these countries. Regardless of whether they send officials or not, they will see the success of the Beijing Winter Olympics.

Sports has nothing to do with politics. The Olympic Games is a grand event for athletes and sports enthusiasts, not a stage for politicians to pretend and sensationalize. A few countries, including the United States, Australia, the United Kingdom, and Canada, refused to jointly propose a UN resolution on the truce of the Beijing Winter Olympics. They staged a farce of "no officials" and contradicted themselves. The Olympic family. We hope that relevant countries will adhere to the Olympic spirit of "hand in hand" instead of undermining the Olympic cause.

You asked about the potential chain reaction. This is not our concern. On the contrary, what we see is that the vast majority of people in the international community support the success of the Beijing Winter Olympics. On December 2, the 76th UN General Assembly unanimously passed a truce resolution for the 2022 Beijing Olympics and Paralympics jointly drafted by China and the International Olympic Committee and jointly initiated by 173 member states. Representatives of many member states expressed support for the Beijing Winter Olympics and the resolutions. This in itself reflects the international community’s support for the Olympic Movement and its determination to maintain world peace.

We firmly believe that under the guidance of the Olympic spirit and the joint efforts of all parties, we will be able to present a streamlined, safe and exciting Olympic event to the world and jointly promote the development of the Olympic cause.

MASTV: The candidate of the Social Democratic Party Olaf Scholz is elected as Germany's new Chancellor. What are China's expectations for the new German government under his leadership?

Wang Wenbin: We noticed that Germany's new federal government has been formally established. Chinese leaders have sent a congratulatory message to Prime Minister Scholz. China has always attached great importance to its comprehensive strategic partnership with Germany. We believe that as two important forces in the world, China and Germany should develop good bilateral relations. This is in the common interests of the two countries and their peoples. This is also conducive to promoting China-EU exchanges and cooperation and world peace, stability and development. Next year is the 50th anniversary of the establishment of diplomatic relations between China and Germany. It is believed that the new German government will continue to pursue a pragmatic and balanced policy toward China, meet China halfway, and develop bilateral relations on the basis of mutual respect, equality and mutual benefit.

Bloomberg: The U.S. House of Representatives passed the Uyghur Forced Labor Prevention Act by a vote of 428 to 1. The bill contains a clause that assumes that all goods from Xinjiang are manufactured using forced labor and are therefore prohibited. How does the Ministry of Foreign Affairs comment on the passage of the bill?

Wang Wenbin: China has repeatedly stated its position on Xinjiang-related issues. The accusation of forced labor in Xinjiang is tantamount to slander. The US has repeatedly spread rumors and troubles on Xinjiang-related issues. This is essentially political manipulation and economic bullying in the name of human rights. The United States intends to undermine Xinjiang's prosperity, stability and ethnic unity, and to contain China's development.

The US should know that conspiracy and trickery on Xinjiang-related issues will not prevent the people of all ethnic groups in Xinjiang from pursuing a better life, nor will it hinder the general trend of China's development. China urges the US to recognize the situation and immediately stop pushing the relevant bills. China's determination to defend its national interests is unwavering. If the US insists on taking actions that harm China’s interests, we will have to take resolute countermeasures.

Hubei Media Group: According to the data released by the General Administration of Customs of China on December 7, my country’s total imports and exports in the first 11 months of this year reached 5.47 trillion U.S. dollars, a year-on-year increase of 31.3% and more than 2020’s total imports and exports. What's your comment? ?

Wang Wenbin: I have noticed relevant reports. China's monthly foreign trade volume has maintained growth for 18 consecutive months. China has become the world's second largest importer for 12 consecutive years. In the first three quarters of this year, China's economy grew by 9.8% year-on-year, well above the growth target of 6% or more, and higher than the average growth rate of the world and major economies. In the first ten months of 2021, my country's actual use of foreign direct investment was US$142.01 billion, an increase of 23.4%. As shown in the recently released China Economic Blue Book for 2022, China ranks 12th in the world in the World Intellectual Property Organization (WIPO) Global Innovation Index 2021. China has risen two places from 2020, and has risen for nine consecutive years since 2013. The IMF stated that despite the slowdown in the recovery of the world economy, China has achieved a truly significant recovery. Since China is an important engine of global growth, China's growth will not only help China, but also the world.

As China's economy deeply integrates into the world, China's door will open wider and wider. China's determination to expand opening up with high standards will not change; its determination to share development opportunities with the world will not change; China will not change its commitment to a more open, inclusive, balanced, and economic globalization that benefits all. China is willing to work with all parties to firmly safeguard the multilateral trading system with the WTO at its core, promote trade and investment liberalization and facilitation, create a sound environment for the stable recovery of the world economy, and promote the world to achieve higher quality and more resilient development. economy.

Associated Press: When answering a reporter’s question, New Zealand’s Minister of Trade stated that New Zealand has always been firm on human rights and will not send government officials to participate in the Beijing Winter Olympics. What is the Chinese government's response to this?

Wang Wenbin: The Beijing Winter Olympics is a gathering place for Olympic athletes and winter sports enthusiasts from all over the world. We welcome athletes from all over the world, including New Zealand, to participate in the Beijing Winter Olympics. We hope that all parties will uphold the Olympic spirit of "unity" instead of politicizing sports.

Kyodo News: The Chinese Embassy in Canada issued a statement stating that it has lodged solemn representations with Canada. Will China take the same measures against Britain? Japan has not announced its decision on the Beijing 2022 Olympics, but may not send cabinet members to participate in the Olympics. What's your comment? China stated that it will take resolute countermeasures against the United States. Will the same be true in the UK, Australia and Canada?

Wang Wenbin: Regarding your first question, the Chinese Embassy in the UK has already released the news, you can refer to it.

Regarding your second question, I would like to point out that the Beijing Winter Olympics is a stage for athletes in the Winter Olympics. Any attempt to politicize sports in the name of human rights and freedom violates the spirit of the Olympic Charter. China firmly opposes this. China and Japan reached an important consensus on mutual support for hosting the Olympic Games. China fully supports Japan in hosting the Tokyo Olympics, and now it is Japan's turn to show basic sincerity.

Regarding the third question, the United States, Australia, the United Kingdom, and Canada have not received support for the political manipulation of the Olympic Games, isolating these countries. They will pay for their wrong actions.

PTI: It's great to see some kind of opening up between India and China in terms of reinstatement of visas. The Chinese Embassy in India has issued an announcement requesting limited visa facilities. Does this apply to Indians working in China, including diplomats? Can you elaborate on how China intends to do this? In addition to the families of some Indians who work here, thousands of students are trapped there. Even if the scale is very limited, does this herald the reopening of flights between the two countries?

Wang Wenbin: First of all, in accordance with relevant Chinese laws and regulations and international practices, the Chinese Embassy in India will start to sign a physical identification visa on December 10, 2021. The technical standards for visa issuance will be improved, which has nothing to do with the epidemic prevention and control protocol at the time of entry under the current development of COVID-19.

I would also like to emphasize that China adopts equal quarantine measures for all incoming passengers, including its citizens, in accordance with the changing situation, local reality and scientific assessment. The travel of necessary Indian personnel to China is always guaranteed.

The Chinese government also attaches great importance to the issue of foreign students studying in China. On the basis of ensuring safety during the COVID-19 period, we will make overall considerations to allow foreign students to return to study in the country. At the same time, we are willing to actively promote the healthy, safe and orderly cross-border movement of people on the basis of improving epidemic prevention measures.

People’s Daily reporter: Recently, President Lukashenko of Belarus signed Decree No. 9 on the development of bilateral relations between Belarus and China, proposing to further deepen Belarus’ comprehensive strategic partnership from 2021 to 2025. What's your comment on this?

Wang Wenbin: China and Belarus are veritable comprehensive strategic partners. Under the strategic guidance of the two heads of state, the traditional friendship between China and Belarus has continued to deepen, cooperation in various fields has been steadily advanced, and effective coordination in international affairs has been achieved. The fruitful results achieved in the development of bilateral relations not only benefit the two countries and their peoples, but also help maintain regional and world peace and stability. China is willing to work with Belarus to consolidate high-level political mutual trust, deepen comprehensive exchanges and cooperation, and promote greater development of the China-Belarus comprehensive strategic partnership.

Bloomberg: Reuters reported that China has told companies to sever ties with Lithuania, otherwise they will face the risk of being excluded from its market. The Deputy Minister of Foreign Affairs of Lithuania stated that China has been sending messages to multinational companies that if they use Lithuanian parts and supplies, they will not be allowed to sell on its market. An industry body in Lithuania also confirmed this to Reuters. Does the Ministry of Foreign Affairs have any comment on this?

Wang Wenbin: I am not aware of the specific situation you mentioned. What I want to emphasize is that China has always acted in a manner consistent with WTO rules. Lithuania renounced its faith and gave up the political commitment it made to China when it established diplomatic relations with the People’s Republic of China, blatantly creating the wrong impression of “one China, one Taiwan” in the world. This kind of bad behavior has seriously damaged China's sovereignty and territorial integrity, and created a bad precedent in the world. We will resolutely safeguard national sovereignty and territorial integrity, and defend our core interests.

Hong Kong and Taiwan: Regarding the issue of Ukraine, I mentioned it at the US-Russia summit. US President Biden stated that the US will not send troops to Ukraine to deter Russia at this stage. But he emphasized that if Russia invades Ukraine, it will face unprecedented economic consequences. What's your comment?

Wang Wenbin: China's position on the Ukrainian issue is objective and fair. We call for the resolution of the Ukrainian crisis through peaceful means and political dialogue. China hopes that all parties will work together to earnestly implement the second phase of the Minsk Agreement and realize peace and security in Ukraine at an early date.

China News Agency reporter: Today is the International Anti-Corruption Day. Can you share information about China's anti-corruption cooperation with the international community?

Wang Wenbin: The Party Central Committee with Comrade Xi Jinping at the core has included comprehensive and strict governance of the Party into its comprehensive strategy. In the anti-corruption struggle, we adhere to the principles of non-exclusion, non-retention, and intolerance, and coordinate the fight against tigers, flies, and foxes. The concepts and methods of governing the country according to law have been upheld, and the awareness, ability, and determination to fight corruption and uphold integrity have formed an integrated and coordinated whole. All this has helped to ensure and consolidate the overall victory of China’s anti-corruption struggle. It has won the full support of the Chinese people and has been widely praised by the international community. According to a 2020 survey by the National Bureau of Statistics of China, 95.8% of Chinese people are satisfied with China's anti-corruption efforts.

Corruption is the common enemy of mankind. It is the consensus of the international community to cooperate in combating transnational corruption crimes and to refuse to provide a safe haven for corruption suspects and illegal funds. The Chinese government adopts a zero-tolerance attitude towards anti-corruption, resolutely participates in international efforts to pursue and recover stolen goods, and bring corrupt persons at large to justice. This is a just cause that has won widespread praise from the people. China’s judicial law enforcement agencies strictly abide by international rules, fully respect the judicial sovereignty of other countries, make requests and cooperate in accordance with multilateral conventions or bilateral agreements, and safeguard legitimate rights and interests. Safeguarding the interests of criminal suspects in accordance with the law has received extensive support from the international community.

Dragon TV: On December 8, the US Department of Commerce announced the implementation of arms embargoes and new restrictions on the export and re-export of sensitive items to address Cambodia’s human rights violations and corruption and the growing influence of the Chinese military there. Do you have any comments?

Wang Wenbin: For a period of time, the United States has threatened, pressured, and sanctioned Cambodia, constantly hyping and discrediting the normal exchanges and cooperation between China and Cambodia. This typical hegemonic hegemony runs counter to the basic norms of international relations. China firmly opposes this.

China and Cambodia are comprehensive strategic partners and hard-core friends in a community with a shared future. The traditional friendship between the two countries is unbreakable and has withstood various tests. The US attempt to create a wedge between China and Cambodia is doomed to fail. China firmly supports Cambodia in safeguarding its national sovereignty and dignity, and will stand firmly with the Cambodian people.

Global Times: China has announced targets for peak carbon and carbon neutrality and proposed specific measures. As the world's largest renewable energy market and largest equipment manufacturer, has China made new progress in related fields?

Wang Wenbin: Green and low-carbon transition is the general trend, and all countries are following up simultaneously. China is ambitious to achieve leapfrog development of renewable energy and has stepped up its actions to combat climate change. President Xi Jinping pointed out that our goal is to peak carbon dioxide emissions by 2030 and achieve carbon neutrality by 2060. China has announced measures and policies for its national independent contribution. Non-fossil fuels account for about 25% of primary energy consumption. The installed capacity of wind and solar power generation will exceed 1.2 billion kilowatts by 2030, which provides a new perspective for my country’s renewable energy development. The goal.

At present, China's renewable energy development and application scale has always been in a leading position in the world, which has strongly promoted the transition to green and low-carbon energy and has made important contributions to pollution reduction. As of the end of October this year, my country's cumulative installed capacity of renewable energy has exceeded 1 billion kilowatts. This is equivalent to the installed capacity of more than 40 Three Gorges power stations, accounting for 43.5% of the total installed capacity of power generation in the country. China's hydropower, wind power, solar and biomass power generation rank first in the world. In 2020 alone, China's development of renewable energy will save nearly 1 billion tons of coal. Reduce carbon dioxide, sulfur dioxide, and nitrogen oxide emissions by 1.79 billion tons, 864,000 tons, and 798,000 tons, respectively.

In addition, China continues to deepen international cooperation in renewable energy. China's hydropower business covers many countries and regions around the world. We supply more than 70% of photovoltaic modules worldwide. In recent years, China's investment in renewable energy projects in countries and regions along the “Belt and Road” has shown steady growth. China actively helps countries and regions in need to promote the application of advanced green energy technologies, and contributes Chinese wisdom and strength to high-quality, green “Belt and Road” cooperation.

Looking to the future, China will continue to explore green and low-carbon development paths suitable for its national conditions, formulate more active new energy development measures, accelerate the implementation of renewable energy substitution, and set an example for the international community. Take practical actions to deal with climate change.

Bloomberg: The US cybersecurity company Recorded Future released a report saying that Chinese hackers have been targeting government and private sector organizations in Southeast Asia, including the Office of the Prime Minister of Thailand and the Thai military, the Indonesian and Philippine navies, and organizations in Southeast Asia. Vietnam and Malaysia. Does the Ministry of Foreign Affairs have any comment on this?

Wang Wenbin: China opposes and severely cracks down on various types of hacking in accordance with the law. This is our consistent and clear position. In addition, we firmly oppose any behavior that spreads false information, misleads the international community, and sows divisive political agendas between countries.
